Level System Introduction
Why is this needed?
I think a levelling system would be very beneficial to the server because it will add a long form of progression, not something that can just be given to you by gang members and other players, it's something you'd need to sweat and grind for, with rewards that make it worth actually doing the grind. I believe that this will add people doing runs all over the server which should increase interaction, robberies, and bring a fresh goal to NLG.
What could this be used for?
We could use levels for all sorts of things, but we'll start with what we already have:
Talents - We could use the general levels, to issue talent points that could be assigned to new and exciting perks, ones that don't just feel like a copy and paste of the others, try and think up unique things that we can reward our players with. List of talents to follow in another suggestion.
Licensing - If there is an economy reset, licensing I think is one of the big things to look at, I think that restricting licenses behind a level requirement as well as payment wall will stop people instantly being able to instantly start with the highest money earner, it'd mean that people have to grind out the smaller runs to be able to unlock things that will make their bank accounts bounce faster, it'd also then be a reward for our more regular players to be able to make money faster and have to spend less time grinding in the future. We could also put the rebel licensing stages behind a XP wall to stop all rebels instantly running around with MK1 kits, and actually give the advantage to those people who are active and trying to unlock stuff.
Level Rewards - We could have rare level up rewards that will drop a bit of money into someone's account, or a rare item into their virtual inventory.
Vehicles - You could have certain level requirements for the stronger vehicles/bigger trucks? allowing some sort of progression there
Talents Overhaul
Every perk, and tier should have a level requirement, stopping players from going straight to tier 4 on one perk for example, they should need to progress but also have enough perks they find interesting that they feel like their perk points aren't being wasted.

- Tier 1 - lockpicks will now be 25% faster

- Tier 5 - lockpicking is now silent always
